The ITU composes an indicator, the ICT Development Index (IDI), to monitor ICT progress in 154 countries (see Table 1; ITU World Telecommunication/ICT Indicators Database, 2010). According to the latest IDI rankings, even with the second ICT price, Hong Kong ranks 11th, eight places behind South Korea. Australia and New Zealand’s mobile price baskets are at 1.04 and 1.20 respectively (compared to Hong Kong’s 0.03); that is, using a mobile phone Down Under is 35 and 40 times more expensive than in Hong Kong. However, the IDI rankings of Australia and New Zealand are 15th and 16th, only a few places behind Hong Kong. Apparently, price is not the only factor for assessing ICT development, but costs do affect ICT uptakes, at least from consumers’ perspectives. Nonetheless, ITU statistics reveal the ICT gaps are closing across the globe, with the introduction of more powerful devices and improving mobile broadband networks.
