ภูชี้ฟ้า เป็นยอดเขาสูงที่สุดในเทือกเขาดอยผาหม่น ติดชายแดนไทย – สาธารณรัฐประชาธิปไตยประชาชนลาว อยู่ในพื้นที่เขตอำเภอเทิง จังหวัดเชียงราย ตั้งอยู่ในเขตป่าสงวนแห่งชาติ มีเอกลักษณ์ทางธรรมชาติด้วยลักษณะหน้าผาปลายยอดแหลม เป็นแนวยาวที่ชี้ไปบนฟ้า ทางฝั่งประเทศลาว จึงเป็นที่มาของชื่อเรียกว่า “ภูชี้ฟ้า” นั่นเอง ด้านที่ติดสาธารณรัฐประชาธิปไตยประชาชนลาว นับเป็นจุดชมวิวที่สวยที่สุด ทั้งนี้ กรมป่าไม้ได้มีคำสั่งให้จัดตั้ง “ภูชี้ฟ้า” เป็นวนอุทยาน เมื่อวันที่ 6 กุมภาพันธ์ 2541 ด้วยเนื้อที่ประมาณ 2,500ไร่ สูงจากระดับน้ำทะเลตั้งแต่ 1,200 เมตร ถึง 1,628 เมตร
