Article 7 NDRC, AQSIQ and CNCA are responsible for developing the List and the implementation rules; NDRC and CNCA for formulating and publishing unified label pattern and specifications for the products to be labeled.
Article 8 The name of the energy-efficiency label is China Energy Label. Basic information to be provided on the label shall include:
1. Name or its shortened form of the manufacturer of the product;
2. Product model;
3. Energy efficiency level of the product;
4. Energy consumption of the product;
5. Code of the national standard applied.
Article 9 The manufacturer or the importer of the product listed may have its product tested by itself or by the testing laboratories accredited by the officially authorized accreditation body, so as to determine its energy-efficiency level against the applicable national energy efficiency standard.
Self-testers of the product shall have adequate resources and capability for the testing against the relevant national standard. It is recommendable that their laboratories receive national accreditation by the authorized accreditation body.
Article 10 The manufacturer or the importer print and use the Energy-efficiency label according to the pattern and specification of Energy-efficiency label which is prescribed uniform by the government.
The Energy-efficiency label which is used on the package, user’s manual and propagandism can be blow up or reduce pro rata, and should be clear.
Article 11 The manufacturer or the importer shall have the product registered by the authorized registrar within 30 days after it has been labeled. The following documents shall be provided by means of mail, telegraph, telex, facsimile or e-mail:
1. Copy of the business license or the testimonial of their registration for manufacturers; copy of the relevant contract with the producers overseas for importers;
2. Test report of the product energy efficiency;
3. Sample of the label;
4. Other relevant information, such as the initial date to apply the label;
5. In the case that an agent submits, on behalf of the manufacturer or the importer, documents for the registration, a proxy document of the client shall be presented.
The above-mentioned documentation shall be reliable, accurate and complete.
A Chinese version shall be submitted along with the documents originally written in foreign language, and the former is given preference.
Article 12 The registration shall be renewed in the case that the contents of the label have changed.
Article 13 When dispute occurs over an energy-efficiency value, it shall be retested by a lawfully recognized or an officially accredited third-party testing laboratory for arbitration.
Article 14 The registrar shall bulletin the register information periodically; it shall also be responsible for verifying the label used by the relevant manufacturer or the importer.
No charge is requested for label’s register.
