1. เหตุผลเชิงวิทยาศาสตร์ (Scientific Reasons) คือ การทาความเข้าใจเหตุและผลของการตัดสินใจเกี่ยวกับนโยบายสาธารณะ โดยอาจพิจารณานโยบายสาธารณะว่าเป็นตัวแปรตามซึ่งได้รับผลกระทบจากสังคม (เป็นผลของการกระทาต่าง ๆ ในสังคม) หรืออาจเป็นตัวแปรอิสระซึ่งมีผลต่อสังคม (เป็นสาเหตุที่ทาให้เกิดผลต่อสังคมก็ได้)
2. เหตุผลเชิงวิชาชีพ (Professional Reasons) คือ การนานโยบายสาธารณะไปใช้แก้ปัญหาในทางปฏิบัติ
3. เหตุผลทางการเมือง (Political Reasons) คือ การดัดแปลงนโยบายสาธารณะที่ถูกต้องเหมาะสมทางการเมืองมาใช้ เพื่อให้บรรลุเป้าหมายที่ถูกต้องทางการเมือง
