การวิจัยเรื่อง การเพิ่มประสิทธิภาพระบบการจัดการขยะมูลฝอยแบบมีส่วนร่วมของชุมชน ตำบลสันกลาง อำเภอพาน จังหวัดเชียงราย มีวัตถุประสงค์เพื่อ 1) เพื่อสำรวจและรวบรวมข้อมูลพื้นฐานการบริหารจัดการขยะมูลฝอยของชุมชนในปัจจุบัน 2) เพื่อเสนอแนวทางในการเพิ่มประสิทธิภาพระบบการจัดการขยะมูลฝอยที่เหมาะสมกับบริบทของชุมชนตำบลกลาง โดยชุมชนมีส่วนร่วม 3) เพื่อเสนอแนวทางในการจัดทำแผนปฏิบัติการจัดการขยะมูลฝอยแบบมีส่วนร่วมของชุมชนตำบลสันกลาง โดยใช้กลุ่มตัวอย่างจากประชาชนที่อาศัยอยู่ในเขตองค์การบริหารส่วนตำบลสันกลาง อำเภอพาน จังหวัดเชียงราย จำนวน 18 หมู่บ้าน จำนวน 3,271 ครัวเรือน ซึ่งใช้วิธีการสุ่มตัวอย่างแบบง่าย โดยใช้สูตรการคำนวณของ Taro Yamane ได้ขนาดกลุ่มตัวอย่างจำนวน 356 ครัวเรือน แล้วนำข้อมูลที่ได้มาวิเคราะห์ด้วยโปรแกรมทางสถิติสำเร็จรูป ใช้สถิติเชิงพรรณนา เพื่อให้ทราบลักษณะทั่วไปของกลุ่มตัวอย่าง โดยใช้สถิติ การแจกจงความถี่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน เครื่องมือที่ใช้ในการวิจัยคือ แบบสอบถาม แบบสัมภาษณ์ และการสังเกตการณ์ ผลการศึกษาพบว่า ทุกหลังคาเรือนมีการคัดแยกขยะลงในกระสอบปุ๋ยที่ทาง อบต.สันกลาง ได้แจกให้ ขยะรีไซเคิลที่คัดแยกได้ก็จะทำการขาย แต่ขยะอื่นๆ ที่พ่อค้ารับซื้อของเก่าไม่รับซื้อนั้นจากการสำรวจพบว่าคนในชุมชนได้จัดการขยะดังกล่าวโดยทำการเผาทำลายมากที่สุด ร้อยละ 64 รองลงมาทิ้งตามชายป่าทุ่ง ร้อยละ 12 และรองลงมาทิ้งลงในหลุมขยะของหมู่บ้าน ร้อยละ 9 จากข้อมูลที่ได้จากการสำรวจดังกล่าว ทางคณะผู้วิจัยร่วมกับ อบต.สันกลาง และคนในชุมชนร่วมกันวิเคราะห์ SWOT และจัดทำ Focus Group เพื่อหาแนวทางในการเพิ่มประสิทธิภาพการจัดการขยะมูลฝอย ซึ่งผลที่ได้จากการดำเนินการดังกล่าว ทางชุมชนจึงได้มีการจัดตั้งคณะกรรมการบริหารจัดการขยะมูลฝอยทุกหมู่บ้าน มีการสร้างหมู่บ้านต้นแบบในการบริหารจัดการขยะอย่างมีประสิทธิภาพ และมีกิจกรรมส่งเสริม รณรงค์ ต่างๆ เพื่อให้มีการจัดการขยะที่ถูกวิธี และหลังจากการดำเนินการเสร็จสิ้น ทางคณะผู้วิจัยได้ทำการสำรวจพบว่า คนในชุมชนมีพฤติกรรมการจัดการขยะที่ดีขึ้น และถูกวิธีมากขึ้น นอกจากนี้ทางคณะผู้วิจัยและผู้นำชุมชนได้ร่วมกันจัดทำแผนยุทธศาสตร์การบริหารจัดการขยะมูลฝอย ของ อบต.สันกลาง เพื่อเป็นแนวทางในการจัดการขยะมูลฝอยของชุมชน โดยมีทั้งแผนระยะสั้นภายใน 1 ปี และแผนระยะยาว 3 ปี เพื่อให้ชุมชนมีการบริหารจัดการขยะมูลฝอยที่ยั่งยืนต่อไป
