despite the obvious importance of constantly improving improving the quality of public sector service delivery, the new public service delivery, the new public service suggests instead that people acting as citizens must demonstrate their concern for the larger community, their commitment to matters that go beyond short-term interests, and their willingness to assume personal responsibility for what happens in their neighborhoods and the community. After all, these are among the defining elements of effective and responsible citizenship. In turn, government must be responsive to the needs and interests of citizens. In any case, the new public service seeks to encourage more and people to fulfill their responsibilities as citizens, and in turn, to be especially sensitive to their voices.
