วนอุทยานแห่งชาติถ้ำหลวง - ขุนน้ำนางนอนได้จัดตั้งขึ้นเมื่อเดือน ธันวาคม พ.ศ. 2529 ครอบคลุมหัวดอยนางนอน อยู่ในเขตป่าสงวนแห่งชาติ ป่าดอยนางนอน ท้องที่รับผิดชอบของตำบลโป่งผา อำเภอแม่สาย จังหวัดเชียงราย มีเนื้อที่ 8 ตารางกิโลเมตร หรือประมาณ 5,000 ไร่ มีพื้นที่สำหรับบริการนักท่องท่องอยู่ 2 แห่งคือ
1.บริเวณวนอุทยานถ้ำหลวง มีเนื้อที่ 12 ไร่ ตั้งอยู่ท้องที่บ้านน้ำจำ ต.โป่งผา อ.แม่สาย จ.เชียงราย เป็นที่ตั้งสำนักงาน
2.บริเวณขุนน้ำนางนอน มีเนื้อที่ 8 ไร่ ตั้งอยู่ท้องที่บ้านจ้อง ต.โป่งผา อ.แม่สาย จ.เชียงราย

สภาพภูมิประเทศ
1.บริเวณถ้ำหลวง เป็นพื้นที่หุบเขามีภูเขาสูงล้อมรอบ
2.บริเวณขุนน้ำนางนอน เป็นพื้นที่ราบเชิงดอยมีต้นไม้ปกคลุมหนาแน่น มีน้ำซึมผ่านมาจากรอยแยกของหินเป็นแอ่งน้ำซึ่งใสและเย็นมาก

เมื่อปี 2534 มีนักทัศนาจรชาวฝรั่งสองคน ได้มาเที่ยวที่ถ้ำหลวงแห่งนี้และพากันเข้าไปในถ้ำ คนภายนอกถ้ำสังเกตุว่าทั้งคู่ไม่ออกมากที จึงแจ้งตำรวจและช่วยกันค้นหา กว่าจะพบและพาออกมาได้ก็เสียเวลาไปสามวันในสภาพที่ดิดโรยเต็มที จากนั้นจึงมีเจ้าหน้าที่ตำรวจตระเวนชายแดนมาตั้งอยู่ที่ปากถ้ำเพื่อให้คำแนะนำช่วยเหลือดังกว่าวมาแล้ว



สภาพภูมิอากาศ
สภาพภูมิอากาศของวนอุทยานถ้ำหลวง - ขุนน้ำนางนอน มี 3 ฤดู คือฤดูฝน ฤดูร้อน และฤดูหนาว สำหรับวนอุทยานถ้ำหลวงมีสภาพอากาศที่เย็นสบายถึงแม้จะเป็นฤดูร้อนเพราะอยู่ในพื้นที่หุบเขา
